The budget wrangling between Monroe Mayor Jamie Mayo and City Council Chairman Ray Armstrong continues as Armstrong is proposing a new ordinance.
The measure would allow the council to hire a certified public accountant to assist in reviewing the budget throughout the year. Mayo calls the move another example of waste, saying there are two CPAs and a budget officer working for the city.
Armstrong contends that the service is necessary. The council chair says a review of the mayor's budget is mandated by law. He feels the council is not going to be a rubber stamp when it comes to the city's finances.
An informal opinion was given by the Louisiana Attorney General's office in May stating that Armstrong does not have the power to negotiate professional services contracts.
