Willie Lee Allen, age 70, was charged with cruelty to a juvenile after allegedly striking a female student. The investigation began after Ouachita Parish Sheriff’s Office investigators obtained a search warrant for the Monroe School Board for a previous unreported incident involving a teacher exchanging drugs for sex with students.
Allen, a Neville High School ROTC Commander, was accused of attacking a 16-year-old female student in February 2016. The unsigned affidavit alleges Allen was joking with a female student and pushed a desk to keep the student from escaping. The desk hit a second female student who then pushed it back.
According to the affidavit, Allen broke her glasses after striking the second female student in the face and arm, then cleared the room of witnesses and offered the victim $100 to not report the incident. The affidavit claims he also called the victim’s grandmother to pay for the glasses and transportation after telling her that an accident occurred.
The victim filed the same allegations against Allen on three separate occasions that all went unreported to the OPSO. According to state law, it is mandatory for school reporters to report all incidents. The Monroe City School Board has been under investigation since January 25 for not reporting incidents between students and teachers.
