Amendment Proposals 1 & 2

Four constitutional amendments will be decided in Saturday's election.  In the first of a two-part conversation, Public Affairs Research Council President Robert Travis Scott discusses the first two proposals on the ballot.

The first item would create a new transportation projects fund and restructures the rainy day fund.  

"The money going into the new fund would be mineral revenues that would have flowed into the rainy day fund," said Scott.  "The rainy day account, which is also called the Budget Stabilization Fund, would be smaller and capped," he added.

The second measure would allow the state treasurer the option of investing in the state infrastructure bank. 

Scott notes it does not create the actual bank.  "A referendum on creating an infrastructure bank has already been passed.  This would give the treasurer another option to invest money in the bank as an investment," he said.
