New Bills Signed by Gov. Edwards From 2018 Legislative Session

BATON ROUGE -- Today, Gov. John Bel Edwards announced that he signed the following bills into law from the 2018 Regular Legislative Session:

ACT 107 – SB 344 Authorizes the commissioner of administration to transfer certain state property in Webster Parish.

ACT 108 – HB 8 Provides relative to the reemployment of retirees of the Clerks' of Court Retirement and Relief Fund.

ACT 109 – HB 9 Provides for definitions relative to rollovers of sums between the Firefighters' Retirement System and other qualified plans under the provisions of the Internal Revenue Code.

ACT 110 – HB 26 Provides for participation by certain entities in the Municipal Employees' Retirement System of Louisiana.

ACT 111 – HB 32 Provides for the Deferred Retirement Option Plan participation period for a member of the Municipal Employees' Retirement System of Louisiana.     

ACT 112 – HB 33 Provides for the payment of unfunded accrued liability by employers eliminating positions covered by the Municipal Employees' Retirement System of Louisiana.

ACT 113 – HB 38 Provides for the formula for distribution of benefit increases.

ACT 114 – HB 40 Allows members of the Firefighters' Retirement System to allocate Deferred Retirement Option Plan funds between two separate interest bearing accounts.

ACT 115 – HB 41 Provides relative to the fiduciary relationship between the Firefighters' Retirement System and its investment advisors.

ACT 116 – HB 58 Provides relative to payment of group insurance premiums for retirees from the Cameron Parish Sheriff's Office.

ACT 117 – HB 82 Provides relative to group insurance benefits for the office of the Acadia Parish clerk of court.

ACT 118 – HB 112 Provides relative to blood and saliva testing of persons who expose certain persons to serious infectious diseases.

ACT 119 – HB 153 Adds certain substances to Schedule I and Schedule II of the Uniform Controlled Dangerous Substances Law.

ACT 120 – HB 155 Increases the fees levied by the La. Tax Commission for assessment of certain properties

ACT 121 – HB 166 Provides for the formal ratification of the National Crime Prevention and Privacy Compact Act

ACT 122 – HB 173 Provides relative to an heir's interests in succession property.

ACT 123 – HB 218 Provides relative to the Louisiana Sheriffs' Certification Program.

ACT 124 – HB 240 Provides relative to the crime of illegally supplying a felon with a firearm.         

ACT 125 – HB 252 Provides for venue for the prosecution of certain crimes.

ACT 126 – HB 260 Provides relative to DNA collection for certain offenses.

ACT 127 – HB 267 Provides relative to prohibited acts for insurers and insurance producers.

ACT 128 – HB 288 Provides relative to the computation of time periods for seeking rehearing, reconsideration, or judicial review or appeal of administrative decisions.

ACT 129 – HB 293 Provides for the release of a person when the person was not brought before a judge within 72 hours of arrest.

ACT 130 – HB 318 Provides relative to prior convictions of the crime of operating a vehicle while intoxicated.

ACT 131 – HB 333 Provides relative to the Louisiana Citizens Property Insurance Corporation Policy Take-Out Program.

ACT 132 – HB 370 Authorizes electronic delivery of insurance coverage notices.

ACT 133 – HB 494 Re-creates the Louisiana Department of Veterans Affairs.

ACT 134 – HB 527 Revises certain provisions of the Safe Haven Law.

ACT 135 – HB 550 Provides relative to the delays for responding to discovery requests in certain proceedings.

ACT 136 – HB 576 Provides relative to the suspension of child support when a parent is incarcerated.

ACT 137 – HB 622 Provides relative to the payment of fines, fees, costs, restitution, and other monetary obligations related to an offender's conviction.

ACT 138 – HB 675 Provides relative to the Louisiana Energy and Power Authority.

ACT 139 – HB 705 Provides relative to the Lafourche Parish Pretrial Home Incarceration Program.

ACT 140 – HB 712 Provides relative to group insurance premiums for retirees of the Caddo Parish Sheriff's Office.

ACT 141 – HB 781 Authorizes the La. State Board of Chiropractic Examiners to access expunged criminal history records.

ACT 142 – SB 126 Provides relative to recall repairs of motor vehicles.

ACT 143 – SB 420 Provides for the administration, disposition, enforcement, and adjudication of state and local taxes, fees, and receipts and for the Board of Tax Appeals.

ACT 144 – SB 81 Authorizes the coroner to obtain blood, urine, or other biological fluids or samples relevant to an investigation.

ACT 145 – SB 92 Provides relative to notarial examinations by secretary of state.

ACT 146 – SB 110 Provides relative to definitions used for the prescription monitoring program.

ACT 147 – SB 153 Provides relative to the insurance fraud investigation unit within the Department of Public Safety and Corrections.

ACT 148 – SB 160 Prohibits tying or tethering a dog or cat in extreme weather conditions.

ACT 149 – SB 170 Provides relative to the membership of the Louisiana Agricultural Chemistry and Seed Commission.

ACT 150 – SB 195 Provides relative to the setting of the fee for the Motor Fuels Underground Storage Tank Trust Fund.

ACT 151 – SB 235 Provides for insurance coverage for hearing aids.

ACT 152 – SB 284 Provides relative to the Disaster and Emergency Medical Services Committee of the Louisiana State Medical Society.

ACT 153 – SB 305 Authorizes the governing authority of certain parishes to appoint members to a hospital service district.

ACT 154 – SB 315 Requires instruction in personal financial management in public elementary and secondary schools.

ACT 155 – SB 337 Provides for an exemption to the Louisiana Weights and Measures Law.

ACT 156 – SB 438 Provides for the sale of timber by the state land office.

ACT 157 – SB 439 Requires the Coastal Protection and Restoration Authority Board to meet at a location with internet audio and video streaming capability when votes are scheduled to occur.

ACT 158 – SB 446 Re-creates the Governor's Office of Homeland Security and Emergency Preparedness.

ACT 159 – SB 451 Institutes a permanent moratorium on oyster fishing in Sabine Lake..

ACT 160 – SB 459 Provides relative to child welfare information.

ACT 161 – SB 461 Designates a portion of Louisiana Highway 117 as the "Caroline Dormon Memorial Highway".  

ACT 162 – SB 478 Provides relative to licensed practical nurses.

ACT 163 – SB 490 Exempts the Comite River from certain provisions of the Louisiana Scenic Rivers Act for a set period of time.

ACT 164 – HB 395 Provides relative to tutorship.

ACT 165 – HB 425 Includes charter fishing guides in the certification program as earning more than half of their income from charter fishing guide activities.

ACT 166 – HB 490 Provides for healthcare coverage relative to child support.

ACT 167 – HB 497 Provides for access to funds in a securities account prior to naming of an executor.

ACT 168 – HB 498 Requires school crisis management and response plans to provide for parental notification in the event of a shooting or other violent incident or emergency situation.

ACT 169 – HB 521 Provides relative to ex officio notaries for coroners.

ACT 170 – HB 529 Provides relative to controlled dangerous substances on the premises of alcoholic beverage outlets.

ACT 171 – HB 615 Provides relative to administrative hearings involving actions of the commissioner of insurance.

ACT 172 – HB 624 Provides relative to the Commission of Weights and Measures .

ACT 173 – HB 648 Provides relative to procurement of port-related specialized cranes and replacement parts.

ACT 174 – HB 658 Provides for a neonatal opiate withdrawal syndrome pilot project to improve outcomes associated with neonatal abstinence syndrome.

ACT 175 – HB 665 Provides relative to records of port economic development negotiations.

ACT 176 – HB 691 Repeals the sunset on assessments levied by the Louisiana Rice Research Board.

ACT 177 – HB 704 Provides relative to the Louisiana Commission on HIV, AIDS, and Hepatitis C.

ACT 178 – HB 719 Provides relative to personal injury claims against the state.

ACT 179 – HB 726 Provides relative to the membership of the Juvenile Justice Reform Act Implementation Commission.

ACT 180 – HB 731 Provides relative to costs for filing a legislative continuance or extension.

ACT 181 – HB 732 Provides for the reporting of certain court orders to be included in the National Instant Criminal Background Check System database.

ACT 182 – HB 739 Requires a statement and certification rather than an affidavit for certain disclosures by legislators to the ethics board relative to speeches.
